you need to go to the DEERS office with him (its the MPF in the air force not sure about army). take a copy of your marriage certificate. they will put you in the system and give you your ID card, and enroll you in tricare.  go to the tricare care office though to double check.

Has he entered you into DEERS? (Like taken your Marriage License, Birth Certificate, etc. into the office)?

Once you are entered into the system you can go get your Military ID. Are you currently with him at his location or are you separated right now? If you are separated due to training - Find the closest  ID Center!

If you are going to have a joint account, then yes, he'll need to add you to his account, or vice versa. If you have multiple accounts you'll need to decide where the paycheck will go and set it up with finance.

Also-We can help with housing questions once we know your situation a little better.

I found out where the local ID center is, but he's not near me. He's still in texas while i'm in california.

Can he enter me into DEERS without me being present?

Yes, but he will need your marriage license and your birth certificate, as well possibly your Social Security Card. He can get the paperwork filled out from where he is.

Since you are separated you will need either a specific POA for getting your ID or a general POA, since he cannot be present to get it with you.

POA=Power of Attorney   means he can act on your behalf and make decisions for you or vice versa

Who needs a Knight in Shining Armor when you have a Knight in Green Body Armor?

^^This^^

Basically to get your ID he has to be there with you! But a POA (Power of Attorney) gives you the legal ability to go and do it on your own. You can have a specific one just for the ID, or a General ones lets you have the ability to do other things (maybe with housing, bills, etc) when your husband cannot be present. They are typically the most useful, such as in your situation where in the beginning of your marriage you are separated -- or when your loved one is deployed!
